In early September 1983, the IRGC affiliated Hezbollah terrorist group seized the Sheikh Abdallah garrison the main base of Lebanon army in the south of Bekaa valley with the backup and help of the Revolutionary Guards and with the command of the field commander of IRGC Hossein Dehghan former Iran’s defense minister. The garrison was the main base of Lebanese army forces in the Bekaa Valley, then, they changed its name to Imam Ali and became the headquarters of the Central Command of the Revolutionary Guard in the south of Lebanon. It was at the same military base that the Guards controlled the Hezbollah military force and led the group to attack the headquarters of peace-keeping forces in Beirut. The attack was carried out by the Islamic Jihad Organization under the command of Imad Mughniyeh, the famous terrorist. The command to attack the multinational forces in Beirut was first transferred from the Revolutionary Guards headquarter in Iran to Iran's ambassador to Syria, mullah Mohtashamipur, and then he sent the order to the Revolutionary Guards in Lebanon, the Iranian former defense minister who was the commander of IRGC forces in Lebanon eventually presented his operation plan and funded it by money and made ready for suicide bomb attack in Beirut all process had achieved under direct monitoring Revolutionary Guards officers in Beirut under the command of its commander Hossein Dehghan.
The Islamic Jihad Organization was, in fact, a special operation branch operating under the joint leadership of Hezbollah and the Revolutionary Guards until it was disintegrated in 1992. Following a terrorist attack against peace-keeping forces, France launched air strikes in the Bekaa Valley region, targeting bases belonging to the Revolutionary Guards. In response to this terrorist act, the United States also planned an operation against the Sheikh Abdullah base near Baalbek. Where the forces of the Revolutionary Guards trained militants from Hezbollah's terrorist group.
